Article 2 The principles of foundation information disclosure are lawful, comprehensive, truthful, timely, and accurate.
Article 3 If the information released by the foundation involves other administrative agencies, It should communicate and confirm with relevant administrative agencies to ensure that the information released is accurate and consistent.
Article 4 If any illegal or infringing activities such as fundraising and propaganda are carried out in the name of the foundation that affect the reputation of the foundation, damage the interests of the foundation, or without the permission of the foundation, a statement shall be issued for clarification, and Reserve the right to use legal means to hold relevant units and individuals accountable.
Article 5 Disclosure of information may endanger national security, infringe on the rights or privacy of others, and other laws and regulations require that information that is not disclosed may not be disclosed. If the relevant information really needs to be disclosed, the consent of the parties must be obtained or an agreement must be made in advance.
Chapter 2 Unified Management of Information Disclosure
Article 6 The information disclosure work of the foundation implements centralized leadership and division of responsibilities. The foundation established a leading group for information disclosure, with the secretary-general as the team leader and the deputy secretary-general as the deputy team leader. Article 7 Responsibilities of the Information Disclosure Work Leading Group:

(2) The deputy secretary-general shall be responsible for reviewing the information disclosure work of the foundation, and guide the business departments in charge to carry out the information disclosure work.

Article 9 Office Responsibilities:

Chapter III Information Disclosure Rules and Procedures
Article 10 The foundation's information disclosure work adheres to the principles of "review first, disclosure later" and "one case, one trial".
Article 11 All departments should sort out the information that needs to be disclosed in a timely manner in accordance with the requirements of relevant laws and regulations, their own work and the progress of charitable projects, and review and verify the content of the information to be disclosed to ensure disclosure The legality, truthfulness, accuracy and timeliness of the information.
Article 12 Information disclosure adopts various methods, including the foundation website, the unified information platform provided by the civil affairs department, the foundation WeChat official account, and news media (TV, Internet, newspaper, radio, magazine, etc.) ), on-site disclosure, etc., to make every effort to allow donors, the public and relevant units to obtain and access information in a timely, convenient and complete manner.
Article 13 Disclosure of information is classified according to major events and daily information. It is the occurrence of major natural disasters, major production safety accidents, major public security disasters, and major social events. Government departments or charitable organizations Information on major social donation activities carried out is disclosed as special information on major events; general public welfare projects and their activities are disclosed as daily donation information.
Article 14 The procedure for publishing information through the Foundation website is:
(1) Each department submits the information to be disclosed to the secretariat leader for approval in the form of department signature with specific content;
(2) Daily information disclosure shall be submitted to the deputy secretary-general in charge for approval;
(3) After the information disclosure of major events and important charitable activities is submitted to the deputy secretary-general in charge for review, the deputy secretary-general in charge thinks that the disclosure needs to be submitted to the secretary-general for approval;
(4) All departments shall forward the information disclosure report and specific content to the office for archiving and make it public.
Article 15 Where information is released to the outside world through other means, in accordance with the regulations and procedures of the relevant information release platform, each department may release it by itself after requesting instructions from the deputy secretary-general in charge, and notify the office of the release in time.
Chapter 4 Information Disclosure Content and Time Limit
Article 16 The basic information of the foundation, including the name of the organization, the basic information of the organization (annual inspection, public or non-public offering qualifications, evaluation results, establishment time), related policies and regulations of the foundation, organization purpose and business Scope, office address, work contact telephone and fax, etc. If relevant basic information is changed or added, the information should be updated and disclosed within 7 working days.
Article 17 Fundraising activity information, including activity name, activity method, activity content, implementation area, beneficiary group and activity goal, start and end time, amount of fundraising (income from public fundraising and other sources) ), the purpose of fundraising (including expenditures for charitable projects and other purposes), relevant information about the partners of fundraising activities, etc. Information on fundraising activities shall be made public within three months after the termination of the activities in accordance with the requirements of the registration and management authority of charitable organizations. If there is remaining property after the project is terminated, the disposal situation or use plan of the remaining property shall also be disclosed.
To carry out public fundraising, the filed fundraising plan, public fundraising qualification certificate, contact information, fundraising information inquiry method, etc. should also be disclosed. If the public fundraising cycle exceeds six months, the situation of the fundraising and the purpose of the fundraising that have been used shall be made public at least once every three months.
Article 18 Receive donation information, including time of accepting donations, source of donations, nature of donations (targeted or non-targeted donations), content of donations (type of donation, amount of donation) )Wait.

Article 19 Information on the use of donated funds and materials, including beneficiaries, beneficiary areas (provinces, cities, counties and specific beneficiary areas should be indicated), time and amount of donated funds and materials allocated and used, Donation activities and project costs, donation effects (pictures, numbers, text descriptions), etc.
Information on the appropriation and use of donated funds and materials shall be disclosed in a dynamic manner in a timely manner. Generally, the donation should be disclosed to the public within one month after the payment of the donation, and follow-up information should be disclosed regularly or irregularly according to the situation.
